But the Bulletproof Helmet gets removed for the mask and I can't use it apparently (when you are on a heist, the mask seems to be blocked). I've tried while on the Pacific Standard finale heist, and there didn't seem to be a way of putting the helmet (I did start the finale with the Helmet on)

Its just for looks, there is no armor beside the Vests. If you don't buy/equip a vest, then u have no armor. wrong. the heavy vest from the heists give 50% damage reduction. it is very noticable. You also can not sprint when wearing it but the 50% less damage is a good trade-off.
